Op-Ed: Advancing Legislative Agendas for a More Inclusive Arkansas

As we embark on the journey to dismantle the failed PASSE system and usher in a new era of disability rights and inclusion in Arkansas, it is imperative that we prioritize legislative agendas that reflect our commitment to serving the needs of all Arkansans. In this Op-Ed, I outline key initiatives that my administration will push for in collaboration with the Arkansas Legislature to create a more equitable and accessible state.
1. Empowering Individuals with Disabilities:
- With the dismantling of the PASSE system, individuals with disabilities will regain control over their care and support services. However, we must go further by empowering them to become the Chief Executives of their own lives. This legislative agenda will support self-direction and self-hire initiatives, allowing individuals with disabilities to hire their own staff, including Direct Care Professionals (DCPs), special assistants, advisors, and service providers.
2. Affordable Housing Development:
- Access to affordable housing is a fundamental right that is often out of reach for individuals with disabilities. My administration will propose legislation to establish a new development program for affordable housing throughout the state. This program will prioritize giving people with disabilities the opportunity to become first-time homebuyers, ensuring that they have stable and secure housing options.
3. Collaboration with the Federal Government:
- To support our efforts in affordable housing development, we will work closely with the federal government to secure resources and funding for this program. By leveraging federal partnerships and resources, we can maximize our impact and provide greater opportunities for individuals with disabilities to achieve homeownership and independence.
4. Statewide Paratransit Services Division:
- Paratransit services play a vital role in ensuring mobility and independence for individuals with disabilities. However, the reliance on private paratransit companies has led to inconsistencies and gaps in service delivery. My administration will propose legislation to eliminate private paratransit companies and establish a statewide division within the Department of Transportation dedicated to supporting paratransit services.
